What Is Oklahoma's Promise?

Oklahoma’s Promise offers qualified Oklahoma students an opportunity to earn a scholarship for college tuition. As a parent, custodial parent, or guardian, you must help your student:

Comply with the program requirements.
Talk with the school contact person or other program personnel when asked to do so.
When requested, provide information to the Oklahoma State Regents for Higher Education or the State Board of Education.
Help your student complete any forms or reports required for program participation, apply for admission to institutions and schools of higher learning, and file applications for college financial aid.

What's First

Who May Apply

Oklahoma residents
8th, 9th, 10th, 11th, or 12th grade students, no later than Dec. 31 of their senior year. Homeschool students, students who attend non-accredited high schools, and students who are educated by other means must apply for Oklahoma’s Promise before their 18th birthday or the end of their high school graduation, whichever comes first. All students must apply before their official date of high school graduation.
Students whose parents’ federal adjusted gross income does not exceed:
- $60,000 with 1 or 2 dependent children OR
- $70,000 with 3 or 4 dependent children OR
- $80,000 with 5 or more dependent children.

Submit an Application

Applications must be electronically submitted or postmarked by Dec. 31, 2026, for students who are in the 12th grade during the 2026-27 school year.
Homeschool applications must be electronically submitted or postmarked before the student’s 18th birthday.
All applications must be electronically submitted and/or postmarked before their official high school graduation date.
Save your confirmation page and email for your records and keep it until confirmation your student has been enrolled in the program. If your application is not received on our end, the confirmation email will be used as verification that the application was submitted prior to the final deadline.

Enroll in the Required OK Promise High School Courses

Graduate

Make a cumulative 2.50 GPA for all courses in grades 9-12 and a 2.50 GPA or better in the required curriculum.
Homeschool students and students who graduate from a high school that is not accredited by the Oklahoma State Board of Education must earn a composite score of 22 or higher on the ACT, or an equivalent SAT or CLT score (CLT tests must be taken at an approved testing site. Reach out to our office with questions about what the approved CLT testing sites are.).

What’s Next

Student Is Enrolled in OK Promise

Once the application is submitted and all required documents have been received and your student has met the initial eligibility requirements for the program, your student is enrolled in OK Promise.
You will receive notice your student was enrolled to the email or mailing address on file.
This process can take two-eight weeks after all application and verifying documentation is received. Expect slower review times around the Dec. 31 deadline and for non-senior applicants.

Program Verification (transcript review)

After your student graduates from high school, we will review their transcripts to ensure they have met the OK Promise academic eligibility requirements.
Their counselor will submit a Program Verification Form along with their transcript and curriculum worksheet. All forms are then reviewed and evaluated to determine if your student met the academic requirements of the program.
This process occurs from May through August after the student’s senior year. The OK Promise team will contact your student’s high school directly.

Special Income Provisions

Special provisions may apply to families outside standard income limits:

Children of a certified public classroom teacher employed in Oklahoma for a minimum of 10 years.
Children adopted from certain Oklahoma court-ordered custody and children in the custody of court-appointed legal guardians.
Taxable Social Security benefits based on the death or disability of the student's parent(s).
